Chapter 58A -- Prequalification and Evaluation of Contractors

The CSA endorsed proposal to require subcontractor pre-qualification on major state and pubic construction contracts was passed in 2007. The law requires the same type of stringent bidder requirements that exist for general contractors

Summary of “Fairness in Construction Financing” Act

The “Fairness in Construction Financing Act,” first went into effect on October 1, 1999. It has been modified several times since then.The purpose of the legislation is to afford additional protection for subcontractors and suppliers in procuring payment, particularly retainage, on private commercial, or industrial construction contracts—or residential contracts with more than four units." DPW Subcontractor Payment and Subcontractor Payment Questionnaire – Policy Statement No. 5

“Connecticut General Statutes, Sec. 49-4 require the timely payment of subcontractors.  In addition to compliance with the law, the Department of Public Works has a interest in the proper and timely payment of completed and accepted work as it directly impacts the progression of work and cooperation on a project.”  Subcontractor payment issues have come up on an increasing basis. In an effort to facilitate the resolution of these matters, the Department of Public Works will be implementing a series of protocols as enumerated below.”  Read more.

DPW Task Letter -- Policy Statement No. 4
